FORTIFIED roof replacement on the Mississippi Gulf Coast
Harrison, Hancock, and Jackson County homeowners replacing a roof in 2026 have a decision their inland neighbors do not: replace like-for-like, or spend roughly six to 20 percent more and come out with an IBHS FORTIFIED Roof designation, a state grant of up to $10,000 potentially offsetting the cost, and a wind-premium discount required by Mississippi law. What the retrofit includes
A FORTIFIED Roof retrofit is a full roof replacement executed to the IBHS FORTIFIED Home Hurricane standard. Four elements distinguish it from a conventional re-roof:
- The deck gets re-nailed with ring-shank fasteners on a tighter schedule than code minimum. IBHS reports this roughly doubles the deck's resistance to wind uplift. The spacing tightens from the field of the roof to the perimeter and corners, where uplift pressure peaks.
- The deck seams get sealed. Taped or membraned seams keep rain out of the house even if the storm takes the cover. IBHS puts the water-intrusion reduction at about 95 percent, which is why sealed decks show up so strongly in post-hurricane claims data.
- The edge gets locked down. A wider drip edge, mechanically fastened over the underlayment, because edge failure is how covers begin to peel.
- The cover goes on at its tested rating. Impact-rated shingle or metal panel, installed per the tested assembly, not just the picture on the brochure.

After Hurricane Sally in 2020, IBHS estimated insurers would have saved $105.6 million had every home in the storm's path carried a FORTIFIED Roof, and $116.1 million at the Gold level. Those are IBHS's figures, and they explain why Mississippi wrote the discount into law rather than leaving it to carrier goodwill.

How the evaluator and certificate work
The designation is not the roofer's word. An independent evaluator, certified by IBHS and working for you rather than for the installer, documents the deck nailing, the sealing, the edge metal, and the cover attachment at defined stages of the job. IBHS reviews the evidence and issues a certificate to the property: five years, a unique FORTIFIED ID, transferable on sale, renewable by redesignation. That certificate is the document your insurer accepts for the MS Code 83-75-3 discount and the grant program requires for payment. What it costs, and what pays you back
Three numbers frame the decision, all cited in the 2026 cost guide:
- The upgrade premium: roughly six to 20 percent over a standard re-roof, about $1,000 to $5,000 on most homes.
- The Strengthen Mississippi Homes grant: up to $10,000 toward a FORTIFIED Roof retrofit for eligible Wind Pool policyholders in these three counties, awarded by lottery in periodic rounds, paid to the contractor on certification. - The recurring discount: roughly 17 to 20 percent of the wind premium at the Roof level per the MWUA, higher at Silver and Gold, repeating annually while the certificate is current. The discount guide shows the tiers.
On this arithmetic, a FORTIFIED upgrade is frequently the cheapest part of the roof to justify. It is also the part most likely to be skipped silently, which is why the itemized estimate question in the trust module below matters.
Timeline and what to expect
Plan on the same duration as a conventional re-roof plus evaluator checkpoints: typically a few days of tear-off and install on an average home, weather permitting, with photo documentation at deck, seal, and cover stages. If your roof is coming off because of storm damage rather than age, start at the storm damage page; a large covered claim can even trigger MWUA reimbursement toward the FORTIFIED designation.
