Between Waveland and Moss Point, a roof replacement is not just a maintenance decision. What does a FORTIFIED Roof retrofit actually change?
Four things: the deck attachment, the deck seams, the roof edge, and the roof cover. That is the whole standard at the entry level, and all four happen during an ordinary re-roof, which is why the retrofit is priced as an upgrade rather than a separate project.
- Sealed roof deck. Taped or membraned deck seams keep water out even if wind strips the cover. IBHS testing found a sealed deck prevents about 95 percent of the water intrusion that follows cover loss, which is the difference between replacing shingles and gutting ceilings.
- Ring-shank deck nailing. The decking is re-fastened with ring-shank nails on a tighter schedule. IBHS reports the upgrade roughly doubles the deck's resistance to being pulled off the framing.
- Locked-down roof edge. A wider, mechanically fastened drip edge, because roof failures start where uplift pressure peaks: at edges and corners.
- Wind-rated cover attachment. The visible roof, whether impact-rated shingle or metal panel, installed to its tested wind rating.

The three designation levels
FORTIFIED is a ladder with three rungs, and each rung is a prerequisite for the next. A re-roof alone can reach the first rung, which is where the grant and the entry discount sit. You may still see "Bronze" used for the roof level; that is the legacy name, and it survives mainly as an insurance-discount tier label.
The Strengthen Mississippi Homes grant, up to $10,000
Since July 1, 2026, the Mississippi Insurance Department has operated Strengthen Mississippi Homes, a grant program paying up to $10,000 per home toward a FORTIFIED Roof retrofit. The first phase serves exactly this coast: Wind Pool policyholders in Harrison, Hancock, and Jackson counties, with expansion to Pearl River, Stone, and George counties next and statewide reach anticipated in early 2027. The money is paid directly to the contractor once an independent IBHS-certified evaluator certifies the finished roof.
Five eligibility points matter most in the initial phase:
- You own and occupy the home as a single-family primary residence.
- The home is in good repair and has not already been FORTIFIED.
- You hold in-force wind coverage through completion of the work.
- You are a Wind Pool policyholder with three consecutive years of coverage (initial phase).
- The contractor is program-registered, FORTIFIED-trained, and MSBOC-licensed; the evaluator fee itself is not covered by the grant.
One honest caution: awards run by lottery, in rounds that open periodically and close between rounds. An application window may be shut when you read this, and applying is never a promise of an award. Plan the roof on its own economics and treat the grant as an accelerant if it lands. How much does the insurance discount save?
Mississippi law answers the "is this worth it" question with a mandate. MS Code 83-75-3 requires insurers writing wind coverage in Harrison, Hancock, Jackson, Stone, and Pearl River counties to give a premium discount when an existing home is retrofitted to a FORTIFIED designation certified by an IBHS evaluator. The statute mandates that a discount exist; the published numbers come from the carriers and the Wind Pool.

Those credits apply to the wind portion of the premium, not the whole bill, and they repeat every year the certificate stays current. Worth repeating because a wrong number circulates: the 40 percent figure sometimes quoted applies only to whole-home FORTIFIED for Safer Living new construction, never to a roof retrofit. Where standing seam metal fits
Most FORTIFIED conversations on this coast end up at metal, and standing seam in particular, because the system's uplift path is engineered rather than assumed. Structural standing-seam panels are tested to a design uplift pressure under ASTM E1592 or FM 4474, matched to the site rather than advertised as a single national mph number. Two coastal rules matter here:
- Within 3,000 feet of saltwater, FORTIFIED requires stainless-steel fasteners and clips on metal roofs. That covers waterfront Gulfport, Biloxi, Bay St. Louis, and Pascagoula, and it is a spec worth confirming line-by-line in any estimate.
- Design wind speeds on the immediate coast run roughly 150 to 160 mph (ASCE 7-16 ultimate, Risk Category II, Exposure C), and the whole coastal strip sits in the wind-borne debris region, a legacy of the statewide code the Legislature required the six coastal counties to adopt after Katrina (HB 1406, 2006).

What does it cost on this coast?

The evaluator, the certificate, and why the paperwork is the product
A FORTIFIED roof does not exist until an independent, IBHS-certified evaluator documents it and IBHS issues the certificate. The evaluator is not the roofer and does not work for the roofer, which is exactly why insurers and the grant program accept the result. The certificate runs five years, attaches to the property with a unique FORTIFIED ID, and transfers to a buyer if you sell, a real line item in a coastal home sale. How to verify the roofer before you sign
Answer first: look the license up at search.msboc.us, confirm the Residential Roofer classification (required for residential roofing over $10,000), and check the FORTIFIED directory at fortifiedhome.org. Two minutes, both free, and they filter out most bad outcomes before a contract exists.
